Starting a travel agency: how do you start?

If you are about to start your own travel agency, you naturally want to know what you need to arrange to get started smoothly. From the right insurance to a well-functioning website and a smart marketing strategy: these are all important things that you suddenly have to arrange or follow up on. No permit required to start your own travel agency.
It is good to know that you do not need special permits or diplomas to start a travel agency in the Netherlands. This means that in theory you can set up your business straight away.
Within the Netherlands, there are of course certain legal rules that you must adhere to as an entrepreneur within the travel industry (for example the Advertising Code for Travel Offers and specific VAT/tax rules for travel agencies such as the Travel Agency Regulation).
European law on package travel: make sure you know your obligations.
In addition to Dutch regulations, you must also keep an eye on European legislation. Are you going to offer package tours (for example, recommending a flight ticket and hotel, or putting together tours in which you combine hotels and excursions)? Then, according to European law, you must have a guarantee scheme against financial insolvency. This means that you must join a guarantee fund. Stichting Garantiefonds Reisgelden (SGR), STO-Garant, Guarantee Fund for Specialized Tour Operators (GGTO) and VZR Garant are parties with which you can take out a guarantee scheme.

Become a member of the trade association VvKR.
Although you can easily start a travel agency on your own, a helping hand or some advice is never a bad thing. That is why it is wise to register with the trade association Association of Small-scale Travel Organizations (VvKR). As the name indicates, VvKR is an interest group aimed at smaller travel agencies. The members and experts of this association all run their own small-scale travel organization and are therefore focused on a personal approach and small-scale tourism. This allows you to confidently arrange wonderful trips and adventures for your travelers and benefit from collective insurance benefits, legal advice, business training and marketing masterclasses (the latter are often provided by marketing coach and co-founder of reisbureauwebsite.nl, Wendy Assenberg van Eijsden).

Another organization you can consider is the General Dutch Association of Travel Agencies (ANVR). This is one of the most important trade organizations within the travel industry and they welcome both large companies and starters. Through ANVR you can talk to experienced coaches who will be happy to help you start your travel agency smoothly. We must note that this organization is more focused on larger parties and the costs of joining are also much higher. Perhaps a membership of ANVR will be a good investment in the future, but if you are just starting your travel agency, the VVKR is probably a better match.
Start a travel agency with a trusted quality mark
If you are a member of VvKR (or ANVR), you can then mention their logo on your travel agency website. Such a logo will create more trust among potential customers. In addition, it is simply an easy way to show potential customers that you work according to strict quality requirements and take everything seriously. In addition to the VvKR logo, the ‘quality mark’ of a guarantee fund, such as that of the Travel Guarantee Fund Foundation (SGR), is the most important quality mark that you can have when starting your travel agency.
Insurance and conditions to start your own online travel agency.
Membership of a renowned organization such as VVKR is of course not enough. There are some important things you need to think carefully about when starting your own online travel agency. Things you need to think about are, for example, how you deal with down payments for a trip or cancellations.
Draw up general travel conditions
When you start a travel agency, it is wise to draw up clear travel conditions. This is not legally required, but in practice it is common and sensible. This way, everyone who books a trip with your travel agency knows in advance exactly how you handle (down) payments, cancellations, liability, complaints, unexpected circumstances, etc. and you prevent problems.
If you are a member of the Association of Small-scale Travel Organizations (VVKR) or ANVR, you can, for example, use their model travel conditions. This way you can be sure that when you start your travel agency, you immediately comply with all the rules that European legislation sets when concluding transactions (bookings) through your travel organization.
Liability insurance for your travel organization
You also need insurance if you start your own travel agency. The main insurance you need to take out is professional liability insurance (BAV). By taking out this insurance, you will not have to deal with high costs if, for example, a traveler becomes ill during a trip or is involved in an accident.

Arrange the flight tickets for your travel agency.
Of course you can’t start a travel agency without purchasing airline tickets. You decide which trips you will offer when you start a travel agency and whether you offer your trips including or excluding airline tickets.
We regularly see starting and small travel agencies that decide not to include airline tickets in their trips, because there is very little margin and customers can often purchase airline tickets cheaper online. If you do want to include airline tickets in your travels, there are different ways to obtain airline tickets. This way you can use the channels available to consumers. However, there is a smarter way. There are a number of consolidators within the travel industry.
Consolidators are parties that buy airline tickets in large numbers and resell them to starters. This means you do not have to comply with the rules of the International Air Transport Association (IATA). Airtrade, ATPI and Vuelandia, among others, are consolidators. By purchasing tickets from these parties, you as a starting travel agency can offer the best and most affordable trip.
